September 21, 2023 Update
THE WAIT IS ALMOST OVER!
We are excited to announce that the 22ndAvenue S Road Reconstruction Project is about to be wrapped up!
- Crews are currently working on final clean-up of topsoil and debris adjacent to the roadway as well as street sweeping and final seeding - meeting the contractual expedited schedule.
- The roadway is planned to open at 5:00 p.m. on Friday, September 22nd
- Minor finish work is expected to continue through Friday, October 13, but is not expected to impact traffic.
- Detour signage will be removed starting Friday, September 22 through early next week.
- Although the travel lanes on 22ndAvenue have been widened, the alignment has been slightly modified, please pay attention to any lane shifts.
- Thank you to all residents in Brookings and commuters of 22ndAvenue for their patience throughout this project!
September 12, 2023 Update
Temporary Closure: 22nd Ave S and 8th St S
- On Thursday, September 14 at 9:00 AM, the intersection of 22nd Ave S and 8th St S will be closed to install permanent pavement markings.
- During this temporary closure, use the original detour via 8th St S, Southland Lane, and 12th St S. Do not cut through parking lots.
- The intersection is planned to reopen at 3:00 PM.
September 8, 2023 Update
Construction completed this week:
- Colored concrete adjacent to roadway within entire project limits was poured.
- Sidewalks south of the railroad tracks continued to be poured.
- Topsoil grading north of the railroad tracks.
Construction anticipated for the week of 9/10 to 9/16:
- Joint sealant will be placed early in the week.
- Pavement markings are scheduled for later in the week.
- Continuation of sidewalks south of the railroad tracks.
September 1, 2023 Update
Construction completed this week:
- Concrete paving up to railroad tracks.
- Sidewalk preparation including placement of base course will be finished today south of the railroad tracks.
Construction anticipated next week:
- Crews will be working on pouring sidewalks throughout the project.
- North of the railroad tracks, crews will pour the colored concrete portions.
- South of the railroad tracks, crews will be forming and pouring the sidewalk and multi-use path.
- Placement of topsoil and final grading along the sidewalk is expected to begin north of the railroad tracks.
August 22, 2023 Update
- The 8th Street South and 22nd Avenue intersection is temporarily open for the start of school. Please note, this intersection may close intermittently during the duration of the construction project in order to complete the installation of the traffic signal lights, roadside lights, and sidewalks.
August 18, 2023 Update
- Crews completed the concrete pour of the turn lane between 8th St S and Orchard Drive intersection, tie-ins at the Orchard Drive Intersection and curb and gutter on 8th St S. They also poured concrete tie-ins at 8th St S intersection.
- Crews will pave northbound lanes from Orchard Drive intersection to the railroad tracks Friday, August 18. Crews will also prep base course for asphalt paving on 8th St S.
- Proposed asphalt paving of 8th St and 22nd Avenue tie-ins Monday, August 21.
- Continued concrete work to tie-in southbound and northbound lanes to the railroad crossing for the week of August 21–25.
August 4th, 2023
Completed this week (Aug 7-11):
- Mainline pour for southbound lanes from Hy Vee Gas entrance through 8th Street South
- Traffic Signal Poles were installed at Orchard Drive and 8th Street South
- Mainline Pave on northbound lanes from 8th Street South to Orchard Drive – Occurring Friday August 11
Planned activities for next week (Aug 14-18) include:
- Concrete tie-ins at Orchard Drive Intersection and 8th Street South Intersection
- Center lane paving from 8th Street South to Orchard Drive
August 4th, 2023
- Crews are expected to finish installation of base course for the roadway August 4th.
- The first mainline concrete pave south of the railroad tracks occurred on August 3rd.
- The southbound lanes were paved from the railroad crossing to the HyVee Gas Station entrance.
- The northbound lanes were paved through the intersection at Orchard Drive.
- Crews will pave the center lane through the intersection at Orchard Drive August 4th.
- Next week (Aug 7 -11) crews are expected to work on:
- Orchard Drive Intersection.
- Mainline paving through the 8th Street South Intersection.
July 20th, 2023
- Contractors continue to work on sidewalks and driveways north of the railroad tracks. This work will continue through next week.
- Contractors are working on final subgrade preparation south of the railroad tracks and expect to begin placing base course next week.
June 30, 2023
- Crews paved the northbound lanes from Eastbrook Dr to the railroad crossing.
- Underground utilities are being installed at the Orchard intersection.
- The 8th St S intersection is temporarily open for the holiday weekend, and will close July 5, 2023 to resume construction activities.
June 29, 2023
Mainline paving has started on 22nd Avenue. Crews started paving the west lanes on June 29, 2023 from Eastbrook Drive to the railroad tracks.
A second crew is currently working to finish underground utilities within the 8th Street South intersection.
It is anticipated that the 8th St S intersection will temporarily reopen the evening of Thursday, June 29 through Tuesday, July 4. The intersection will close again to resume construction activities Wednesday, July 5, 2023.
June 9, 2023
On Monday, June 12th, the entrances to the Brookings Mall (Hy-Vee) and the University Mall (Lewis) from 8th St S may be narrowed: slow down and use extra caution when using these narrowed entrances. The image above depicts where closures are currently planned: the actual placement of closure signage may vary. Both entrances from 8th St S will remain fully accessible to the public during this time. Thank you for your patience and understanding.
June 7, 2023
The intersection at Eastbrook Drive and 22nd Ave S is now open to traffic. The contractor finished work and was able to remove barricades allowing traffic to resume within the intersection. Travelers and pedestrians may now use this intersection to access Eastbrook Dr from 22nd Ave S (or vice versa), which will help alleviate some of the detour traffic on Sunrise Ridge Rd. 22nd Ave S is still closed south of the Eastbrook Dr intersection.
May 25, 2023
The City of Brookings Department of Public Works, along with its traffic consultants and engineers, have been studying the traffic impacts along the detour route for 22nd Ave. With input from public feedback, the City has narrowed its focus and attention on the 17th Ave corridor; particularly the intersections at Orchard Drive, Olwien St. and Elmwood Drive. The following bullet points summarizes the City’s efforts:
- 17th Ave & Orchard Drive Intersection: Temporary traffic lights were explored as a possible solution to the traffic backups at this intersection. Unfortunately, due to the railroad crossing on 17th Ave, just north of the intersection, temporary traffic lights are not practical as the lighting controls must be synchronized with the railroad crossing arms. At this time, our engineers are gathering additional vehicle count data at the intersection and will continue to explore alternative options to help mitigate the traffic congestion at this intersection.
- 17th Ave & Elmwood Dr. and 17th Ave. & Olwien St.: Engineers have reviewed the potential of making both of these intersections 4-way stop; however the traffic volume and delay, do not warrant 4-way stops at this time.
- The City will continue to monitor and explore alternatives to these impacted intersections. Currently, the City is performing traffic counts along the detour and is anticipating a potentially significant change in detour traffic flows next week, once school is out for the summer.
Please remember that road rehabilitation is essential in keeping our community vibrant, but it does come with understandable frustration at times. The City appreciates the public’s continued patience and grace during this construction season as we work to improve our infrastructure for the betterment of our community.
May 12, 2023
Update on the 22nd Avenue project.
- Crews worked on removal of existing asphalt and concrete surfacing from Eastbrook Drive to the railroad tracks this past week.
- Beginning Monday, May 15th, crews will close Eastbrook Drive Intersection to complete removals of existing surfacing. They will then progress to the installation of watermain and storm sewer within the intersection.

Update on the 22nd Avenue project.
- The Temporary Access Road from Eastbrook Drive to Derdall Drive is expected to be completed by end of day Friday the 5th.
- 22nd Avenue road closure will take place Monday morning the 8th, after the morning rush hour.
April 25, 2023
Update on the 22nd Avenue project as we move closer to the start of construction.
- Crews will begin the installation of the temporary access road to Derdall Drive beginning on Monday, May 1st.
- Beginning Monday, May 8th after the morning rush hour, 22nd Avenue will be closed to begin construction on the main corridor.
- Crews will begin removals in Phases 1 and 2 (Eastbrook Drive to Orchard Drive) immediately following the closure of the road.
March 27, 2023
With the start of the construction season fast approaching, below is an update on project details for the start of the 22nd Avenue Reconstruction project.
- The project is expected to begin in early May and continue through October.
- The project will begin with the installation of the temporary access road from Eastbrook Drive to Derdall Drive, and the posting of “No Parking” along the detour route.
- Once the temporary access road is complete, the contractor will setup the detour route and begin working on the main 22nd Avenue corridor.
- The project will progress from the north limits (Eastbrook Drive) to the southern limits (8th Street South).
- The project will include a full reconstruction of the street including new storm sewer, water main, sidewalk, curb & gutter, and road surfacing.
- New traffic signals will be installed at Orchard Intersection and 8th Street South.
- Public meetings will be held periodically. Time and dates will be posted once that schedule has been established.
As weather conditions become more favorable, the official start date of the project will be announced.

What to expect moving forward:
- Construction is divided into four separate phases.
- The detour route uses 6th St, 17th Ave, 8th St S, Southland Ln, and 12th St S. The detour route will be the same through all four phases of the project.
- Temporary paths will be made for access to businesses between Eastbrook Dr and Derdall Dr. These temporary paths are accessible via Eastbrook Dr.
Changes and disruptions in the project area:
- 22nd Ave will be closed from Eastbrook Dr to 8th St S. Observe detour route.
- The contractor is installing a temporary water system to reduce disruptions for residents and businesses. Planned disruptions are scheduled outside normal business hours.
- In the event of an unplanned service disruption, residents and business will be contacted via phone, social media, or door-to-door visits.
- Temporary mailboxes and garbage collection will be used. Civil Design Inc will communicate the details of the temporary sites with residents prior to construction. Contact CDI with questions regarding these temporary service locations.
- Sprinkler systems will be disrupted and repaired. To ensure your sprinkler system is listed for repairs, contact CDI.
- Disrupted yards in the project area will restored with topsoil, seeded, and mulched.
