City of Brookings 2025 Overlay Projects

Project Details/Updates

August 20, 2025 

17th Ave S 

  • The Contractor is on track to complete the roadway on 17th Avenue S including at the intersection of 15th Street S. Paving is complete and striping will take place today, Wednesday August 20. Once this work is completed the roadway and intersection will be open prior to the first day of school, Thursday, August 21. 
  • Please note that while the roadway will be open, the sidewalks within the intersection of 17th Avenue S and 15th Street S will remain closed. Pedestrian detours and safety signage will remain in place during this period to guide foot traffic around the construction zone.


August 13, 2025 

17th Ave from 8th Street S to 20th Street S

  • On August 14, 2025, the contractor will be paving the top 2” lift of asphalt surfacing on 17th Avenue from just north of 15th Street S to 8th Street S. 
  • The roadway will be closed during the day from 15th Street S to 8th Street S. Residents along 17th Ave are encouraged to refrain from parking on the street for the duration of the work day. Residents will be allowed access during construction, but should expect delays.
  • Use alternate route.
  • Additional construction will remain ongoing at the intersection of 15th Street S and 17th Avenue until further notice. Additional information will be provided for the opening of the intersection and the remaining paving operations from 15th Street S to 20th Street S.

July 30th, 2025

17th Ave from 8th Street S to 20th Street S

  • On July 31st, 2025, the contractor will begin milling 2" - 4" of asphalt surfacing material on 17th Ave from 8th Street S to 20th Street S. The milling work will begin at 8th Street S, moving South to 20th Street S in the West Lane. The milling work will be followed by paving of the bottom lift in the 4" milled sections. 
  • The roadway will be closed during the day from 8th Street S to 12th Street S and 12th Street S to 20th Street S. Residents along 17th Ave will be allowed access during construction, but to expect delays. 12th Street S will be open to East - West traffic.
  • Use alternate route.
  • Construction will be ongoing July 31st - August 2nd, with the paving of the top lift tentatively scheduled for the week of August 11th.

12th Street S & Main Avenue Intersection

  • On July 31st, 2025, the contractor will begin milling 2" of asphalt surfacing material at the intersection of 12th Street S and Main Avenue. The milling work will be followed by overlay paving to be completed the same day.
  • The intersection will be closed starting at 6 AM and will be reopened later that evening.
  • Access to businesses between 8th Street S and 15th Street S will be provided during construction.

June 30, 2025

7th Avenue from 8th Street S to 5th Street S

  • Utility installation work is complete on 7th Avenue.
  • In the near future, the Contractor will be preparing the site for cement stabilization efforts, followed by gravel base course and surfacing installation.
  • The full roadway closure will remain in effect until further notice.

17th Avenue from 20th Street S to 8th Street S

  • The Contractor will continue removing segments of curb and gutter as well as sidewalk ramps for replacement along 17th Avenue from 20th Street S to 8th Street S. The work will not require a consistent full roadway closure, but motorists are asked to be cautious of workers and equipment in the area.
  • Intersection legs may be closed for short periods to allow for the concrete to properly cure. These intersection closures will be signed and flagged, as necessary.

Deer Lane and Ridge Drive

  • The Contractor has completed the mill and overlay operations on Deer Lane and Ridge Drive. The residents in the project area may resume normal use of their driveways and on-street parking.
  • The Contractor will return to perform clean-up operations and correct any defective work.

3rd Avenue from Harvey Dunn Street to 11th Street

  • The Contractor is presently completing watermain and sanitary sewer utility replacement work. This work will continue for the foreseeable future. Additional subgrade preparation and surfacing work will follow.
  • Placement of trash and recycling receptacles shall continue to follow the layout shown in the graphic below.

3rd Avenue, 2nd Avenue, 1st Avenue, and 9th Street

  • The Contractor has completed the mill and overlay operations on all streets noted. The residents in the project area may resume normal use of their driveways and on-street parking.
  • The Contractor will return to perform clean-up operations and correct any defective work.


June 9, 2025 

7th Avenue

  • Utility installation work will continue within the full roadway closure section of 7th Avenue from 5th Street South to a location approximately 350’ south of 5th Street South.
  • In approximately one (1) week, the Contractor will extend the closure to 8th Street South to remove the asphalt surfacing and small segments of curb and gutter in preparation for the installation of new surfacing along the entire stretch.
  • Additional information will be provided prior to the extended closure.

17th Avenue

  • The week of June 9th, 2025, the Contractor will continue removing segments of curb and gutter as well as sidewalk ramps for replacement along 17th Avenue from 20th Street South to 8th Street South. The work will not require a consistent full roadway closure, but motorists are asked to be cautious of workers and equipment in the area.
  •  Intersection legs may be closed for short periods to allow for the concrete to properly cure.
  • Additional information will be provided prior to the intersection leg closures.

Deer Lane and Ridge Drive

  • The week of June 9th, 2025, the Contractor will begin milling 2” of asphalt surfacing material on Deer Lane from Thunder Pass to Dakota Trail and on Ridge Drive from Victory Street through the cul-de-sac. The milling work will be followed up by overlay paving to be completed the same week.
  • The roadways will be open to traffic while work is being completed. Motorists should expect short delays if personnel or equipment need to block the roadway, and residents in the area should expect potential short delays accessing their property to allow for proper curing time for the newly installed asphalt pavement.

3rd Avenue

  • The week of June 9th, 2025, the Contractor will set up traffic control for a full roadway closure on 3rd Avenue between Harvey Dunn Street and 11th Street. The Contractor will begin removals of the asphalt surfacing and continue with water and sanitary sewer utility replacements.
  • Placement of trash and recycling receptacles shall follow the layout shown with this project update.
  • The closure is anticipated to last 60 calendar days.

3rd Avenue, 2nd Avenue, 1st Avenue & 9th Street

  • The week of June 9th, 2025, the Contractor will begin milling 2” of asphalt surfacing material on the roadway within the respective limits shown on the map. 
  • The roadways will be open to traffic while work is being completed. Motorists should expect short delays if personnel or equipment need to block the roadway, and residents in the area should expect potential short delays accessing their property to allow for proper curing time for the newly installed asphalt pavement.


May 28, 2025 

  • 7th Avenue
    • On May 28th, 2025, the Contractor will be setting up traffic control for a full roadway closure on 7th Avenue from 5th Street South to a location approximately 350’ south of 5th Street South. The Contractor will begin removals of the asphalt surfacing and continue with water and sanitary sewer utility replacements.

April 2025

The project was bid April 15, 2025, and awarded to Bowes Construction, Inc. of Brookings. Additional information will be posted when available. 

Overview

Project Description:

Various road surfaces throughout the city will be refinished. This project includes work on select sidewalk ramps and sidewalks. BMU is also replacing sanitary sewer and water distribution utilities on portions of the project, including 7th Avenue and 3rd Avenue. 


Why the Project:

This resurfacing project ensures roads around the community are regularly maintained. The City of Brookings surveys the condition of every street in the community to determine which streets need to be resurfaced each year.


The city coordinates with BMU on planned street improvement projects. If utility replacements are needed under planned street improvements, the city and BMU work together to combine their projects into one to minimize disruptions to homeowners and the traveling public.


Estimated Completion:

Completion varies by the roadway. All segments are planned for completion by November 2025.
