44TH ST S & MAIN AVE S SOUTHWEST INTERCEPTOR REPLACEMENT

Update November 29, 2023

Opening soon! Please read the full update for important safety information. 

  • Both 44th St S and Main Ave S are planned to open the evening of Wednesday, November 29th. 
  • Construction crews will be present for final tasks in the project area. Travel with caution and observe posted signs.
  • Seeding will be completed as weather allows, which may move into spring of 2024. 


The new sewer pipe is a significant upgrade to the sanitary sewer collection system. Crews have improved access for maintenance, potentially extending the pipe’s overall lifespan. Additionally, the new pipe also reduces infiltration (water from other sources entering the sanitary sewer system) passed into the wastewater plant for treatment. 


Update November 7, 2023

Starting Wednesday, November 8th, construction crews are finishing paving work on segments of 44th Ave S and Main Ave S. 

  • 44th St S will be closed from Western Ave S (including the intersection) to Main Ave S. Local traffic must enter from the east side of 44th St S: observe posted signs. 
  • Main Ave S will remain closed from 37th St S to 44th St S. Local traffic must use the east lane of Main Ave S: observe posted signs.


44TH St S and Main Ave S Project Update

  •   44th St S and Western Ave S intersection is now open.
    • When weather permits, this intersection will close to place the base and pave.
    • Watch for posted signs and observe detours.
  • Main Ave S remains closed.
    • Some asphalt work is complete; more work planned as weather permits.

Update October 24, 2023

44THSt S and Main Ave S Project Update

  • Main Ave S will continue to be closed from 37th St S to 44th St S.  All the pipe work is complete, and the paving work is scheduled for this week.

Starting Wednesday, October 25:

  • The intersection of 44th St S and Western Ave will be closed. Due to the closure of the intersection, no west-east traffic will be allowed on 44th Street.
  • The detour will change significantly: note the changes indicated on the map and follow all posted signs. 
  • The closure of the intersection is anticipated to take at least three days and 44th Street should be opened by the weekend. 


Update September 8, 2023

Effective Monday, September 11:

  • The north end of the Main Ave S construction (from 37th St S to 44th St S) will be completely closed and inaccessible to traffic. 
  • Local traffic should approach from the south and observe detours and posted signs. 
  • This closure is anticipated to last one week. 


Update July 27, 2023

  • PHASE 2 - The 2nd phase of the project will tentatively begin Monday July 31. This includes work on Main Avenue, from 38th Street to 44th Street. Please use the new detour routes as shown above.
  • PHASE 1 - 44th St S will tentatively open this Monday July 31. Motorists are cautioned as this area will still be a construction zone - the speed limit will be reduced to 25 mph through the area, there will be soft shoulders, and minimum centerline striping. Please use caution traveling through the project limits.


Update July 19, 2023

Main Ave S and 44th St S Intersection: New Detour

Effective immediately, a new detour is in effect for residents and visitors of the Lass Addition (Twin Oaks Ln). 

  • Traffic must enter and exit the Lass Addition on the east side via 44th St S
    • The detour route uses 44th St S until it converges with Main Ave S, as depicted in the map
    • Use caution at the 44th / Main intersection as traffic along the S-curve does not slow, yield, or stop for traffic from 44th 
  • Paving will be starting


Update July 14, 2023

Effective Friday, July 14th, 2023, a new detour is in effect for residents and visitors of the Lass Addition (Twin Oaks Ln).

  • All local traffic should enter and exit the Lass Addition through the west entrance only.  The detour uses 44th St S and Western Ave S. 
  • The other entrances will be closed until further notice. 


Update June 23, 2023

Main Ave S and 44th St S Intersection: New Detour

Effective Friday, June 23rd 2023, a new detour is in effect for residents and visitors of the Lass Addition (Twin Oaks Ln). 

  • Traffic must enter and exit the Lass Addition on the east side via 44th St S
    • The detour route uses 44th St S until it converges with Main Ave S, as depicted in the map
    • Use caution at the 44th / Main intersection as traffic along the S-curve does not slow, yield, or stop for traffic from 44th 
  • Phase 1 Sewer work is complete: this detour is for road work


Update June 15, 2023

Main Ave S and 44th St S Intersection: Temporary Closure

The intersection of 44th St S and Main Ave S will be closed starting Monday, June 19th for construction. Residents and visitors of the Lass Addition (Twin Oaks Ln) must use the Western Ave S detour via 2nd Ave S and 44th St S as shown in the map above. Road closure signs will be staggered to allow local traffic through: please drive with caution. The contractor anticipates the closure should only last a few days. Once complete, local traffic can resume using Main Ave S. 


Update June 6, 2023

Lass Addition Traffic Notice:

Traffic entering or exiting Lass Addition should begin to use the far east entrance only. Construction will be at the intersection by the middle (June 7) to the end of this week (June 9). 


Update May 22, 2023

Please note: S Homestead Ln and S Sunset Ln are PRIVATE roadways and should not be used as an alternative detour for the 44th St project. Please follow designated detour route (see map above)


Update May 12, 2023

44th St S Asphalt will be milled off Friday 5/12. Sanitary sewer work will start middle of next week, beginning at the intersection of Western Ave and 44th St.  


We also encourage people to follow the designated detour route. 


Update May 3, 2023

The 44th Street South road closure, that was scheduled for Wednesday May 3, 2023, is being pushed back a few days. 44th Street South will now remain open until Monday May 8th, 2023. At that time, the road will be closed, and traffic will need to utilize the established detour on Highway 77, 220th Street, and 467th Avenue. (See map)


Update April 25, 2023

Water main construction has started on Twin Oaks Lane. Beginning Wednesday May 3rd, 44th Street South will be closed as the replacement sanitary sewer construction begins. The road will be closed until the first phase is completed. Lass Addition will still be able to enter and exit from their main entrance.


Update April 12, 2023

H&W Contractors plan to start setting up a temporary watermain on the east side of the Lass Addition the week of April 17. The temporary watermain will be used through the end of April. Access to and from the Lass Addition will be via 2nd Ave S. H&W Contractors also plan to start the watermain work the week of April 17 once the temporary watermain is set up. Twin Oaks Ln in the Lass Addition will be closed sometime during the week of the 17th. The dewatering contractors will also be starting later in the same week or at the beginning of the following week.

 

Update March 27, 2023

Brookings Municipal Utilities is replacing the sanitary sewer interceptor line that is located on 44th St S and Main Ave S. The existing sewer main has reached the end of its useful life and being replaced with larger PVC pipe. The project is being broken into multiple phases. The first phase will be the closure of 44th St S/216th St from Western Ave S to Main Ave S. Construction is planned to begin as soon as weather permits. Please watch for the road closures and detour routes. The entire road will be replaced due the size and depths of the sanitary sewer.


The first phase is estimated to be completed in the middle of July. Biweekly updates will be posted when construction begins. 


This project is planned in tandem with the 469th Ave Box Culvert Replacement Project, and they share the same detour route. These projects are occurring simultaneously to prevent multiple road closures. 


What to expect moving forward:

  • The construction is divided into two phases. 
  • The detour route for Phase 1 uses Main Ave S, 220th St / Co Rd 2, and 467th St / Co Rd 17. 


Changes and disruptions in the project area (Phase 1):

  • 44th St S will be closed. Observe the detour route. Note that 469th St will be closed at the same time for the box culvert replacement project occurring simultaneously. 
  • Disruptions to water services will occur. The project owner anticipates fewer than five outages through the project, each lasting no more than a few hours. 
  • Private property should not be affected. 

Overview

Project Description:

This project will consist of three (3) construction phases.

PHASE 1: The first phase will include work on partial completion of 44th St S, from Western Ave S to Main Ave S.

PHASE 2: The second phase includes work on Main Ave S, from 38th St S to 44th St S.

PHASE 3: The third phase will remove the existing sanitary sewer and complete the remaining work on 44th St S. (Phase I Detour will be put back into place during this Phase)


Why the Project:

The existing sewer main is a coal-tar epoxy concrete sewer main, and it is near the end of its useful life. It is being replaced with a PVC pipe.

The Contractor has provided a schedule that indicates they would like to begin in early April. Construction is anticipated to start as soon as the snow is gone, and frost is out of the ground. BMU will update the electronic signs adjacent to the project site when it gets closer to the road closure date. 


The project requires the contractor is to leave at least one (1) of the three (3) entrances open during the duration of the construction project.


BMU staff have informed the post office about the construction. Postal service to Lass Addition, and adjacent properties, will be maintained during construction of the new sanitary sewer.


BMU staff have notified both Brookings Dumpster Service and Cooks Wastepaper and Recycling. Garbage service will be maintained to adjacent properties during the project.


The project requires the contractor is to leave at least one (1) of the three (3) entrances open during the duration of the construction project.  


Information about this project, and other 2023 infrastructure projects within the Brookings city limits, were presented at the March 9, 2023 - Public Open House Meeting. This website (brookingscommunityconstruction.info) has been setup to provide the community with current information about each of the projects. Please refer to this website periodically as bi-monthly updates will be provided once construction begins. In addition, BMU is sending out mailers to approximately 1,520 residences during the week of March 27, 2023, with additional project details.
